Yes, you CAN indeed spin PokéStops in the TCG—though not in tournaments for much longer.
In the summer of 2016, augmented reality (AR) mobile game Pokémon Go took the world by storm—to the point when one couldn’t step outside without seeing masses of people with their eyeballs glued to their phones, searching for Pokémon or trying to take down the Pokémon guarding a Gym. Such was its popularity that the time period in question has since been nicknamed the “Pokémon Go summer”.
Six years later, Creatures Inc. brought Pokémon Go to the Pokémon TCG by releasing the Pokémon GO [S10b]. One key similarity between the mobile game and its TCG counterpart was the importance of the PokéStop. Just as a PokéStop in the mobile game was a vital location at which players could replenish their stash of items, the PokéStop card from the TCG proved to be one of the most important in the metagame—but it will soon be rotated out of tournament play.
About PokéStop (Pokémon GO [S10b] 071/071)
In the TCG, PokéStop is a Stadium card with an effect designed to mimic a PokéStop in the mobile game. As long as the PokéStop card is in play, each player has the opportunity to discard the top 3 cards of the deck; if any Item cards would have been discarded by doing so, those Item cards can instead be placed in the player’s hand. This effect is a reference to spinning the on-screen PokéStop icon in the Pokémon Go mobile game in order to obtain items.
This is a card which has found its way into a wide range of decks. It often works best when combined with a card which is able to retrieve one or more cards from the discard pile in the event that an important card is discarded or in a deck which benefits from having specific cards in the discard pile. Examples of such decks include the Archaludon ex and Regidrago VSTAR decks (incidentally, the latter is also about to be rotated out of the metagame).
This card’s rarity is just Uncommon (U); as such, its value remains fairly low. That being said, this card’s price exceeds that of almost every other card of its rarity because of how iconic the PokéStop became thanks to the effects of Pokémon Go and the Pokémon Go summer.

The English version of this card is card 068/078 in the Pokémon GO.
Since a PokéStop (Pokémon GO [S10b] 071/071) card isn’t that rare, it thus isn’t expensive—a copy comes in at just 670 JPY (~US$4.30).
