With less than a month to go until the ONE PIECE Card Game Championship 2024 World Final on 15-16 March 2025, ONE PIECE Card Game players everywhere are beginning to get a clearer picture of which decks are expected to be among the most played at the global showpiece event in Chiba. The release of the Anime 25th Collection [EB-02] on 25 January has clearly had an impact on the metagame as well.

As the meta stands right now, these deck archetypes are currently on top with two of the three to be listed being the front-runners to leave Worlds with the world title. (More on the other one shortly.)

Blue Doflamingo

The Blue Doflamingo deck has evidently positioned itself as the most dominant deck of the current meta. Not only has it continued to pick up tournament win after tournament win in Asia-Pacific and Japan; it’s now emerged as the biggest force in the Western metagame as well. Over the past month, the winner of Championship Finals Melbourne used this deck as did those who came out on top in four different Online Treasure Cup tournaments.

The Leader effect of this deck enables the player to bring a Seven Warlords of the Sea card into play early, allowing the player to apply pressure on the opponent in the early game. This is primarily done with the deck’s titular Leader card originally from Romance Dawn [OP-01].

As the game continues, the player can then continue to develop the deck’s primary attackers which work well when paired with the Leader effect. These Character cards ordinarily used for offense can be used for defense as well; when they’re rested, the player can force the opponent to commit resources to attacking them by using them to protect the deck’s Leader card.

To further enhance the player’s resource advantage, the player can use Jozu from Two Legends [OP-08] and Trafalgar Law from the Blue Donquixote Doflamingo Starter Deck [ST-17] to remove an opposing Character card from the field. In general, this is a highly efficient deck which permits the player to fully power up the deck’s Character card without expending much DON!!; this allows the player to develop a resource advantage which can often widen in the mid-game and late game.

Green/Purple Luffy

Although this deck’s Leader card from the Anime 25th Collection [EB-02] isn’t yet out in the West, the deck has made an almost immediate impact in Japan. It’s taken victory after victory at Flagship Battle and Standard Battle tournaments across Japan and would have been a strong contender to win it all at Worlds if not for Konami’s intervention. Due to different set distribution schedules globally, BANDAI will not permit the use of any cards released after Emperors in the New World [OP-09] at the global finals in Japan.

This deck only includes Straw Hat Crew Character cards to make the most out of the Leader effect of its titular card which allows the player to set two DON!! cards as active before the Leader card gains 1000 Power until the end of the opponent’s next turn; however, the player must also deramp for two DON!!. To maximize its utility and reduce the impact of the effect’s drawback, the player should only activate it in the mid-game at the earliest unless the player already has DON!! ramping cards in play.

The Monkey D. Luffy Character card from the Anime 25th Collection [EB-02] is this offensively-minded deck’s main attacker. It gains a Rush effect when the opponent has five or more DON!! cards on the field and thus threatens to take an extra opposing Life card; in the right scenarios, this card can be used to finish off the opponent on the spot. Additionally, it’s not as though this deck has no defense; the 4000 Power boost granted by Gum-Gum Giant from Emperors in the New World [OP-09] can come in clutch to save the deck’s Leader card or the Luffy Character card just mentioned.

Black Lucci

The Black Lucci deck has recently been on the rise, especially in the United States, Italy, and Australia where it has come out on top or close to it in multiple recent tournaments. Although this deck’s meta presence in Japan and Asia-Pacific has slightly declined as of late, this is likely an outlier as due to its neutral matchup against the new Green/Purple Luffy deck, the drop-off is likely not indicative of a meta trend.

The idea behind this deck’s strategy is KO’ing opposing threats before they can be fully powered up. This is usually done via the Rob Lucci Character card from Awakening of the New Era [OP-05]; should that card be trashed, the player can use either Spandine from the Extra Booster Memorial Collection [EB-01] or Gecko Moria from Wings of the Captain [OP-06] to put it back on the field. Since the Lucci Character card can target two opposing cards simultaneously, it provides more options for the deck’s removal cards.

Of late, the Black Lucci deck has typically included Kaku from Pillars of Strength [OP-03] to provide a favorable matchup against the Blue Doflamingo deck. With the assistance of the deck’s Leader effect courtesy of the Leader card from 500 Years in the Future [OP-07], Kaku can immediately KO one of the opponent’s 4-cost Characters. Kaku’s cost of 5 also prevents it from being sent back to the player’s hand by the Trafalgar Law card from the Blue Donquixote Doflamingo Starter Deck [ST-17].
