With this card's ban, the Maliss deck suffers yet another major blow.

It isn’t usually the case that Yu-Gi-Oh TCG cards which started out as being exclusively promotional go on to become excessively powerful—so much so that Konami sees fit to ban them. Yet, this is exactly what happened with Link Decoder, a promotional card which was first released alongside The Valuable Book EX 3.
About Link Decoder (The Valuable Book EX 3 Promotional Cards VX03-JP002)
Link Decoder was banned primarily as a result of its role in the Maliss deck. Serving as an extender, Link Decoder was deemed to be too efficient and risk-free for what it did. Link Decoder enabled the Maliss deck to easily play through multiple opposing hand trap cards. The unban of Mathmech Circular was also another reason for Konami to ban this card as Link Decoder greatly benefits from a metagame without Mathmech Circular in it.
The promotional card which came with The Valuable Book EX 3 is to date the only version of this card in existence. It comes in the rarity of Ultra Rare; the character depicted on the card is the younger version of Code Talker. Being a card which to date has only been available as a promotional card, it therefore holds inherent value.
